The compute unlock re-fires the SEC2 Booter Load with an enlarged signature buffer to open privilege-mask (PLM)
registers during GSP bootstrap, then the host writes the speed selectors. Values from the patch set
(<code>sec2-postbl-plm-ss-cfg.patch</code>), useful when an agent needs the exact registers:
